In General, there is no law that prohibits to pet dogs, but if the dog in a special vest, that means it works, and it is impossible to touch (it is unclear whether it was a dog service). Also it is always better to ask first before touching someone’s pet. However, such a reaction is, perhaps, nothing justifies.

Police are urging anyone with information about the incident, report by telephone: 1-800-577-TIPS (8477).
