Vetoing the bill, Cuomo granted the wishes of many of the defenders of adopted people who want to get the absolute right to obtain their birth records.

In July of this year more than 40 groups of lawyers from different States, including California, Hawaii and Texas, as well as Ireland and Israel have signed the petition, which called for Cuomo to reject the bill approved by the Legislature in late June.

As was stated by the defenders of the rights of adopted people, «confusing the bill will create a complicated and expensive process, enabling bureaucracy» and will not benefit the people who were once adopted by a new family.

At the same time, Cuomo endorsed a bill that allows the use of any hybrid or electric vehicle as a city taxi. Currently, the Commission for taxi and limousine has the right to choose which hybrid or electric vehicle can be used as a taxi.

«Removal of any restrictions on the type of model that can be used as a taxi, will bring not only environmental benefits, but also encourage licence holders to consider purchasing a hybrid or electric vehicle,» said Cuomo.
