Police in Texas launched an investigation after the boy with cuts and bruises I saw walking down the street with no shoes, handcuffed hands.
Concerned residents called police after they noticed the child wandering in the area of Karakol Creek in San Antonio this week, according to Fox San Antonio.
Video provided by news station, shows the boy walking down the street in a dark shirt and shorts. There are no shoes, but it seems that the feet have socks.
One woman, who asked to call her only by name Mary, said that she almost ran into a child who is about 14 years. «He raised his hands as if to say to me «excuse me», and I noticed something strange,» she told the station. «He started to run and then I saw something shiny on his hands and realized it was handcuffs.»
Local residents have provided a video of the boy walking down the street, and said he was wounded. Mary added that at his feet were traces similar to the traces of the belt, but «the person it was noticeable that he was beaten».
Another neighbor told the station that the boy did not run away, when they arrived deputies from the County of Bear.
Thomas Jimenez, who lives in Karakol Creek, told Fox San Antonio that the doctors arrived shortly after deputies spoke with the boy. «I saw the police and asked his neighbor if he knew what was happening, and he said he saw a boy who was surrounded by the police,» he told the station Jimenez.
The County Sheriff’s office Bear the station confirmed that the incident is being investigated by the Criminal investigation Department, but they did not provide additional details.
Reporters asked the Sheriff’s office and the Texas Department of Family and Protective Services to comment on the incident.
According to DFPS, almost 250 thousand cases of cruel treatment of children was initiated by the Department only in the 2018 fiscal year.
