According to Senator Joe Gruters, people often do not appreciate the life of our smaller brethren and leave them to die during hurricanes or massive fires. The legislator understands that in a critical situation, to fight for the life of the animal is difficult, but the owner must at least give a chance for the survival of your pet. For this reason, the law should punish only those who left the animal to die on a leash and placed him in mortal danger.
