The leader of the world’s largest Mexican drug cartel Sinaloa Joaquin — 61-year-old Archibald Joaquin Guzman, known as El Chapo, has long been able to be in prison, if neither actor Sean Penn, says a criminologist from the Department for combating drugs (DEA).
