A new tropical cyclone can reach Puerto Rico

The Governor of Puerto Rico Ricardo Rossello hopes to restore 95% electricity of the island only to December 15.

Despite the fact that many residents of the island, which is part of USA, daily face enormous challenges to survive, it is not protects them from storms. According to the National hurricane center, there is a 40 percent chance that a new cyclone can form. But most likely, it will be fleeting because the strong wind shear can prevent its development.
