Alabama wants to pass a bill allowing castration for sexual crimes against children under the age of 13 years

Alabama legislators gave Governor Kay Ivey a bill that pedophiles, convicted of crimes against children 13 and younger will be required to go through the procedure of chemical castration, before you get out of prison. According to the bill, entitled HB379, the convicted person will also be obliged to pay for the injection.

«This law will require persons convicted of sexual violence against persons under the age of 13 who are eligible for parole, undergo chemical castration as a mandatory condition of release from prison.» — the authors report the bill.

The bill will affect offenders aged 21 and older. If the convicted person refuses to undergo the procedure, it will be considered a violation of parole, and he’ll be back behind bars. Nevertheless, it will not be denied PAROLE if he does not have the means to pay for treatment.

According to the bill, chemical castration «would include, but not be limited to, treatment with medroxyprogesterone acetate or its chemical equivalent, to reduce or block the production of testosterone in the body.» Often, the medroxyprogesterone is used to treat menopause, or as a contraceptive.

Prosecutor Raymond Jones told CBS that the bill is likely to meet opposition from human rights activists for the Eighth amendment to the Constitution prohibiting excessively cruel punishment.

«They say it’s too cruel to castrate a man who’s already served time for his crime,» — said Johnson.

Presenting the bill Steve Hurst, in turn, believes that the punishment should fit the crime — given that «the child was traumatized for life».

«When I first proposed the bill, asked me if I thought that this is inhuman. — he says — But what could be more inhuman than molesting an innocent young child who can not defend themselves and had to go through terrible things. Here is what is inhuman.» Besides, Hurst is hoping that the bill will make potential criminals as you should think before you go on the offense, and reduce the number of sexual offences against children.

It is not yet known whether ivy law, which came to her on may 31. If the bill is passed, it will enter into force three months after the signing.
